Sir,
I have the honour to acknowledge the receipt
of your Confidential despatch of loth June on the subject of emigration of Chinese labourers to Sarawak and, in accordance with the last paragraph, to forward the accompanying list of places to which emigration is already permitted under conditions approximating to those suggested in the applicat-
ion under consideration.

I propose to take this opportunity to set
before you the position as it now exists with regard to indentured and assisted emigration. The former so far as
Hong Kong is concerned is prohibited by law and does not.
exist. The latter on the other hand is permissible under
certain conditions. The Asiatic Emigration Ordinance No.30 of 1915 defines 'assisted emigrant' as 'any male emigrant who
intends to labour for hire ..... and who has received

assistance in the way of payment of passage money subsistence
or otherwise
Such emigrants are required to be lodged in boarding houses licensed for the purpose; and must be
produced before the Secretary for Chinese Affairs who demands
photographs and other particulars for his records and also satisfies himself that the emigrant knows where he is going,
understands the conditions on which assistance has been given
